This study is an attempt to describe a human health risk assessment as a function of recreationl activities in relation to environmental pollution of El-Mex bay through studying the Haemoglobin-adducts (Hb-adducts) of three aromatic amines namely benzidine, alpha and beta naphthylamine as biomarker for exposure as well as biochemical effects of these pollutants on fishermen in this area, beside the determination of these substances in the tissues of 2 types of fish at the same area. Characterization of an acidification and equalization tank (AET) operating as a primary treatment of swine liquid effluent BABT

This work evaluated the potential of the acidification equalization tank (AET) used as a primary treatment unit, treating the hog farming wastewater. The treatment system consisted of a degritter with a triangular-notch weir, for measuring the flow, a static sieve, and an acidification and equalization tank (AET), an anaerobic baffled reactor (ABR), an upflow anaerobic sludge blanket (UASB) reactor, a settling tank, a greenhouse for fertirrigation and two infiltration ponds. Controlling a Stock Pollutant with Endogenous Abatement Capital and Asymmetric Information AgEcon

Non-strategic firms with rational expectations make investment and emissions decisions. The investment rule depends on firms' beliefs about future emissions policies. We compare emissions taxes and quotas when the (strategic) regulator and (nonstrategic) firms have asymmetric information about abatement costs, and all agents use Markov Perfect decision rules. Emissions taxes create a secondary distortion at the investment stage, unless a particular condition holds; emissions quotas do not create a secondary distortion. We solve a linear-quadratic model calibrated to represent the problem of controlling greenhouse gasses. The endogeneity of abatement capital favors taxes, and it increases abatement.

At the 1964 National Shellfish Sanitation Workshop, Mr. Eugene Jensen presented a thought-provoking paper outlining the rationale for the depuration of shellfish. Mr. Jensen noted that "we are committed to the principal that shellfish must be as safe to eat as other ordinary food" and that "the problems of assuring the sanitary quality of coastal areas will increase rather than diminish. This is not the same as saying that pollution will increase" (Jensen, 1964). Development of a HACCP-based program for a private shellfish purification facility ArchiMer

A HACCP-based program is developed for the Spinney Creek Oyster Company (SCOC) Shellfish Purification Facility under a pilot program funded and implemented by the New England Fisheries Development Association (NEFDA). The SCOC Facility, which includes a government approved in-house coliform laboratory, is fully licensed for oysters and clams under State of Maine and NSSP regulations. SCOC's business is producing value-added, quality-assured shellfish for premium, health conscious markets. To accomplish this, SCOC uses shellfish harvested from approved waters which is an important distinction from other purification plants which process shellfish originating from restricted waters. Enrichment of population density of a bacterial consortium during bioremediation of a soil under successive contaminations with diesel oil Biological Sciences

The effect of successive soil contamination with diesel oil was evaluated on population dynamics of a bacterial consortium (Acinetobacter baumannii LBBMA 04, Pseudomonas aeruginosa LBBMA 58, Ochrobactrum anthropi LBBMA 88b, Acinetobacter baumannii LBBMAES11, and Bacillus subtilis LBBMA 155) and on biodegradation of petroleum hydrocarbons (n-C12-C22). After each contamination with diesel oil, soil samples were collected for assessment of bacterial population and sequence of petroleum hydrocarbons degradation. At 20 and 40 days, the highest percentage of degradation was observed for the higher carbon chain hydrocarbons (n-C21 and C22). Fiscal Interactions and the Costs of Controlling Pollution from Electricity AgEcon

This paper quantifies the costs of controlling SO2, carbon, and NOx emissions from power generation, accounting for interactions between environmental policies and the broader fiscal system. We distinguish a dirty technology (coal) that satisfies baseload demand and a clean technology (gas) that is used during peak periods, and we distinguish sectors with and without regulated prices. Estimated emissions control costs are substantially lower than in previous models of fiscal interactions that assume a single, constant returns technology and competitive pricing. The results are reasonably robust to alternative scenarios, such as full price deregulation and market power in the deregulated sector.

Many environmental problems involve the transformation of multiple harmful substances into one or more damage agents much in the same way as a firm transforms inputs into outputs. Yet environmental management differs from a firm’s production in one important respect: while a firm seeks efficient input allocation to maximize profit, an environmental planner allocates abatement efforts to render the production of damage agents as inefficient as possible. We characterize a solution to the hmultiple pollutants problem and show that the optimal policy is often a corner solution, in which abatement is focused on a single pollutant. Corner solutions may arise even in well-behaved problems with concave production functions and convex damage and cost functions....

On the Implications of Technological Innovation for Environmental Policy AgEcon

This paper draws on a number of recent studies to shed light on several policy issues raised by the impact of environmental policies on technological innovation. First, to what extent does induced innovation raise the overall net benefits to society from environmental policies? Second, how does induced innovation affect the appropriate choice among alternative environmental policy instruments? Third, how does it affect the optimal stringency of environmental regulations? Fourth, should environmental policies be supplemented with additional policies to promote innovation, such as research contracts or prizes for new technologies?

Phosphorus-Based Application of Livestock Manure and the Law of Unintended Consequences AgEcon

The application of manure phosphorus at rates above crop uptake has resulted in water pollution for some regions. In response, new manure management standards will require some farms to match manure phosphorus applications rates with crop uptake. For some regions, this will lead to more crop acres and a shift toward crops with greater nutrient uptake, both of which will increase nitrogen runoff. The greater nitrogen runoff could offset the lower phosphorus runoff to result in greater water pollution. This demonstrates the law of unintended consequences, which results when policy does not consider how economic agents respond to incentives.

Public Disclosure of Industrial Pollution: The PROPER Approach for Indonesia? AgEcon

This paper evaluates the effectiveness of the Program for Pollution Control Evaluation and Rating (PROPER) in Indonesia. PROPER, the first major public disclosure program in the developing world, was launched in June 1995; though it collapsed in 1998 with the Asian financial crisis, it is currently being revived. There have been claims of success for this pioneering scheme, yet little formal analysis has been undertaken. We analyze changes in emissions concentrations (mg/L) using panel data techniques with plant-level data for participating firms and a control group. Federal, state, and local governments are major polluters of the environment. They account for more than 7% of SO2 air pollution emissions and more than 5% of all NO2 air emissions in the United States. Public entities are more likely than private ones to be in violation of the Clean Water Act, and they account for two-thirds of all major facilities in significant noncompliance with the act. Department of Energy nuclear sites are the worst hazardous waste problems in the nation. A lack of adequate data makes it difficult to fully characterize the extent of pollution caused by government agencies and to compare the performance of the public and private sectors. Regulation of Stock Externalities with Correlated Costs AgEcon

We study a dynamic regulation model where firms' actions contribute to a stock externality. The regulator and firms have asymmetric information about serially correlated abatement costs. With price-based policies such as taxes, or if firms trade quotas efficiently, the regulator learns about the evolution of both stock and costs. This ability to learn about costs is important in determining the ranking of taxes and quotas, and in determining the value of a feedback rather than an open-loop policy.

Plot-scale overland flow experiments were conducted to evaluate the efficiency of streamside management zones (SMZs) in retaining herbicides in runoff generated from silvicultural activities. Herbicide retention was evaluated for five different slopes (2, 5, 10, 15, and 20%), two cover conditions (undisturbed O horizon and raked surface), and two periods under contrasting soil moisture conditions (summer dry and winter wet season) and correlated to O horizon and site conditions. Taxes Versus Quotas for a Stock Pollutant AgEcon

We compare the effects of taxes and quotas for an environmental problem in which the regulator and polluter have asymmetric information about abatement costs, and the environmental damage depends on the stock of pollution. We thus extend, to a dynamic framework, previous studies in which environmental damages depend on the flow of pollution. As with the static analysis, an increase in the slope of the marginal abatement cost curve, or a decrease in the slope of the marginal damage curve, favors taxes. In addition, in the dynamic model, an increase in the discount rate or the stock decay rate favor the use of taxes. The 2016 red tide crisis in southern Chile: Possible influence of the mass oceanic dumping of dead salmons ArchiMer

In 2016, a massive harmful algal bloom (HAB) of Alexandrium catenella around Chiloé island caused one of the major socio-ecological crisis in Chilean history. This red tide occurred in two distinct pulses, the second, most anomalous, bursting with extreme toxicity on the Pacific coast, weeks after the highly controversial dumping off Chiloé of 4,700 t of rotting salmons, killed by a previous HAB of Pseudochattonella verruculosa. We study the transport of this pollution, analyzing the physical oceanographic conditions during and after the dumping. We find that a cyclonic gyre was present between the dumping site and the coast, visible in satellite altimetry and sea surface temperature data. The need for baseline data on pollution studies to the aquatic biota of Kenyan Inland waters is of profound importance. Aware of the possible contamination of the rivers and Lakes with heavy metals, pesticides and other pollutants used around them for the control of tropical diseases and treatment of agricultural crops, a monitoring programme is necessary.
